Our on-going 14-19 work includes our research into 14-19 Funding and Organisation Pilots and our recently launched study to understand 14-19 Transport Arrangements.

14-19 Agenda

The Government’s 14-19 reforms aim to give all young people the opportunity to engage in learning which motivates, interests and challenges them, and which gives them the knowledge, skills and attitude they need to succeed. Local Authorities, 14-19 partnerships, schools, colleges, employers and work based learning providers are starting to make significant changes to the way in which learning is delivered in order to allow young people to access a personalised learning experience. No single institution will be able to offer the full 14-19 entitlement, including all 14 Diploma lines, by acting alone.

14-19 developments are a primary area of work us. We have worked in the 14-19 policy arena for a number of years, undertaking costing studies to estimate the costs associated with the delivery of collaborative provision such as IFP and Young Apprenticeships.We also worked closely with a number of local 14-19 partnerships to assess their funding and organisational arrangements to support delivery of the 14-19 reforms and to consider the implications for transport, timetabling and staff development. This work is especially relevant at the moment in the lead up to the launch of the first wave of Diplomas in September 2008.

YCL has in-depth knowledge of the 14-19 policy arena and particular expertise in the following areas:

  • project and programme evaluation (e.g. evaluations of the Functional Skills Support and the KS4 Engagement programmes)
  • modelling organisational arrangements that support 14-19 delivery
  • costing exercises and methodologies to estimate the costs associated with the delivery and development of provision and support structures
  • consulting on funding developments
  • familiarity with local issues and contexts, having undertaken case study work with 14-19 Pathfinders, Funding and Organisational Pilots, Increased Flexibility Partnerships (IFP) and Young Apprenticeship (YA) partnerships
