The National Evaluation of Determined to Succeed Phase 2
Background
In January 2005, the Scottish Executive Transport and Lifelong Learning division commissioned York Consulting in association with MORI to conduct the second national evaluation of Determined to Succeed (DtS). The DtS strategy aims to engender an enterprising culture in young people, placing an emphasis on Enterprise in Education. The Strategy’s emphasis on Enterprise in Education represents a shift towards embedding enterprise into the day to day activity of school life, rather than introducing enterprise or employment related skills separately to core education.
Task
The Scottish Executive allocated funding for DtS in phases to Local Authorities, the first phase funding of £11.6m rose to £20.7m for the second phase. The overarching objective of the evaluation of the Determined to Succeed Strategy was to measure its effectiveness and success and to inform policy, delivery and future commitment to the strategy.
Assignment
The York Consulting evaluation methodology involved many key educational stakeholders including local authorities, teachers, pupils, parents, head teachers, school management, business partners and local authority partners. This specifically involved;
- Desk research and local authority ( LA) consultation
- Quantitative surveys
- Head teacher telephone interviews
- Case studies
Findings
Our report published in March 2007 provided detailed evidence of the effectiveness of DtS in bringing about attitudinal and cultural changes and to evaluate its success in delivering national recommendations. The evaluation also aimed to inform policy, delivery and future commitment to the strategy. The report can be accessed at
