Principal Consultant
Roger is an economist whose main areas of expertise lie in evaluation and policy review, impact assessment and strategy and bid development.

Roger leads the Learning and Skills team at York Consulting. In this role, he has led on evaluations of major Skills for Life support programmes on behalf of the Quality Improvement Agency/Learning and Skills Improvement Service. He was recently responsible for an evaluation of the skills and employability support programme funded by the South East England Development Agency, as part of the national evaluation of the impact of RDAs. Roger has particular expertise in the area of sector skills and has undertaken assignments for the Sector Skills Development Agency, individual Sector Skills Councils and their predecessors and for central government in this area.

Roger has significant experience in relation to the provision of support for small businesses. He has managed and been involved in a number of evaluation assignments on behalf of the Small Business Service and for Business Link Operators.

Roger’s experience includes the design and delivery of both quantitative and qualitative research and evaluation assignments and has particular expertise in delivering evaluations with significant formative elements to support programme and policy development.

Before joining YCL, Roger worked for the Tyne and Wear Enterprise Trust (Entrust), where he was responsible for the development of systems and standards covering all aspects of training provision. He was also responsible for the development of funding bids to the European Social Fund and European Regional Development Fund.
