Partner
Philip is an Economist and a Partner with YCL. His main areas of expertise include: strategy and programme evaluation; economic and labour market research; and education, skills and enterprise policy analysis. He formerly worked for Training and Enterprise Councils in Manchester and North Wales, where he had responsibility for managing research and evaluation. He is a full member of the Market Research Society, holding a professional Diploma, and a member of the UK Evaluation Society.

Examples of recent assignments relating to national education and training policy include: the multi-year stakeholder perception study titled an Evaluation of Post-16 Learning Arrangements for the Department for Education and Skills; Research into Class Sizes for the Scottish Executive Education Department; and, the Review of Employment Related Education and Skills Programmes for the Scottish Executive Enterprise, Transport and Lifelong Learning Department.

Specific studies in other topic areas include: Research into Barriers to Learning for Ethnic Minority Groups for the Welsh Assembly’s Department for Education Lifelong Learning and Skills; Developing an Evaluation Framework for the Quality Improvement Agency; and the development of Evaluation Guidance for Scottish Enterprise.
