Elective Home Education Consultation Analysis

In early 2017, the Department for Education launched a call for evidence to gather views from parents, young people, local authorities and teachers on elective home education.

The consultation explored the effectiveness of current home education arrangements with a view to informing future policy.

York Consulting analysed and reported upon the 3,000 consultation responses that were received. This involved a combination of manual qualitative analysis and automated pattern-based qualitative analysis using Nvivo. Verification and reliability tests were undertaken between coding completed by different researchers, and between manually and auto-coded data.

Our final report covered a range of themes including the effectiveness of voluntary registration schemes, the monitoring of home education provision and the advantages and disadvantages of using private tutors to supplement home education.
