Evaluation of the HEFCE STEM Capital Programme

The Higher Education Funding Council for England (HEFCE) administered a £200m STEM capital programme to invest in new and upgraded STEM teaching facilities at 70 higher education institutions across England.

Working with colleagues at ekosgen, York Consulting led an evaluation of the programme to assess its impact on student numbers and models of teaching practice. We also assessed value for money and provided institution-specific benefit-cost ratios.

Our team undertook qualitative case study visits at 15 institutions, consulting with senior managers, tutors and learners to explore in detail the implementation and impacts of the capital investments. Each case study was presented to the HEFCE as a short standalone report.
